The Regulatory Affairs Supervisor provides leadership and operational oversight for the Regulatory Affairs function, managing the day to day activities of a team of regulatory compliance professionals. This role is accountable for high level management, evaluation, mentorship, and coaching of direct reports, ensuring strong performance and execution of core regulatory responsibilities.

In partnership with the Regulatory Affairs Manager, the Supervisor plays a critical role in maintaining organizational compliance with complex requirements issued by the Centers for Medicare and Medicaid Services (CMS), Department Health Care Services (DHCS), Department of Managed Health Care (DMHC), and Covered California, as these apply to the team’s assigned line of business. This position serves as the secondary liaison to regulatory agencies, representing the Plan in regulatory interactions and supporting strategic compliance activities.

The Regulatory Affairs Supervisor acts as an expert internal resource, providing advanced analysis and interpretation of regulatory policy guidance and offering guidance to Business Units to ensure alignment with regulatory and contractual obligations. This role collaborates cross functionally to support enterprise wide compliance, risk mitigation, and readiness for regulatory audits and inquiries.

Education & Requirements 

  • Minimum of three (3) years of progressively responsible experience within a managed care health plan or closely related industry, with direct, hands on expertise in compliance requirements established by CMS, DHCS, DMHC, and/or Covered California required
  • Demonstrated experience engaging directly with regulatory agencies, including managing inquiries, submissions, and regulatory interactions
  • Extensive experience in health care delivery systems, including Medicaid Managed Care Plans (MCPs), Medicare Advantage, Medicare Part D, Special Needs Plans (SNPs), and/or Commercial Managed Care. Background in navigating multifaceted regulatory environments and supporting complex program operations is highly valued
  • Bachelor's degree from an accredited institution required
  • Master’s degree from an accredited institution preferred
  • Certified in Healthcare Compliance (CHC) or successful completion to obtain within one (1) year of employment

Key Qualifications

  • Valid California Driver’s License preferred
  • Demonstrated knowledge of advanced principles and practices of managed care operations
  • Deep understanding of Federal and State regulatory frameworks governing Medi-Cal (Medicaid), Medicare, and related statutory and regulatory authorities, including Title 19 (USC) / Title 29 (USC and CFR), Title 22 (CCR), Title 28 (CCR), Title 42 (USC and CFR), California Welfare and Institutions Code (WIC), and the California Health and Safety Code
  • Strong command of project management principles to support effective planning, execution, and oversight of regulatory initiatives
  • Demonstrated strong leadership capabilities and highly effective interpersonal skills, with the ability to guide, influence, and collaborate across diverse teams
  • Exceptional verbal and written communication skills that support clear, precise, and high impact messaging to all organizational levels
  • Advanced analytical proficiency with the ability to assess complex regulatory issues and develop strategic solutions
  • Strong organizational and prioritization skills to manage multiple high stakes responsibilities efficiently
  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook
  • Ability to consistently integrate and demonstrate the Plan’s mission, vision, and values through decision making, leadership behaviors, and operational practices
  • Skilled in maintaining a high level of diplomacy and professionalism in complex and sensitive situations
  • Strong ability to analyze multifaceted regulatory requirements and translate them into actionable guidance
  • Highly resourceful and capable of independent problem solving, with strong self direction and initiative
  • Demonstrated ability to build and sustain effective working relationships with internal departments and external agencies
  • Adept at embracing, championing, and leading through organizational and regulatory change
  • Able to work both autonomously and collaboratively within cross functional teams. Proven ability to manage multiple high impact projects with competing deadlines and evolving priorities
  • Exceptional attention to detail in all aspects of work
  • Occasional travel within the continental United States

Pay Range

  • $104,041.60 USD Annually - $137,841.60 USD Annually
