Under the direction of the Health Services Evaluation Leadership Team, the Program Evaluation Analyst II leads data and analytical efforts that support Health Services departments, programs, and quality initiatives. Evaluating and analyzing programs and initiatives across Health Plan departments is a core function of this role.

The Program Evaluation Analyst II must be a data driven professional with extensive experience applying rigorous quantitative methods in research and/or program evaluation. This role requires advanced expertise in relational databases, complex query logic, and statistical analysis.

In addition to technical proficiency, the Program Evaluation Analyst II designs and executes analyses that address research questions, measures program impact, and translates findings into actionable insights. The role works cross functionally to transform raw data into evidence that informs strategy, operations, and outcomes. The Analyst II also disseminates study and analysis results to audiences across the organization, including leadership teams.

Education & Requirement

• A minimum of three (3) years of relevant experience
  • Background in healthcare or public health research, program evaluation, epidemiology, biostatistics, or outcomes research preferred
• Master’s degree from an accredited institution required
  • In lieu of a Master's degree, a minimum of a Bachelor’s degree and two (2) years of additional relevant work experience is required for this position
  • This experience is in addition to the minimum years listed in the Experience Requirements above

Key Qualifications

• Program Evaluation & Research Design:
  • Program development, implementation, and evaluation
  • Logic models, theory of change, outcome and process evaluations
  • Designs: pre/post, matched comparisons, quasi-experimental, interrupted time series, difference-in-differences
  • Validity and reliability, threats to inference, power and sample size
• Relational Databases:
  • Understanding of how relational design impacts performance, data quality, and workflows
  • Joins (inner, left, full, cross), subqueries, query optimization, data manipulation concepts
• Statistics & Methods:
  • Understanding of statistical methods and experience applying statistical methods to answer data questions
  • Descriptive and inferential statistics, regression, time series, survival analysis
  • Propensity score methods and causal inference basics
• Health Services Knowledge:
  • Claims and encounter data, EHR data structures, quality metrics (e.g., HEDIS), utilization and cost measures
  • Care coordination, SDOH (social determinants of health), population health, disparities
• Proficiency in SAS, SQL, R, or other statistical applications are essential
• Statistical methods and program evaluation
• Excellent interpersonal/ communication skills
• Proficiency in Microsoft Excel, Word and Power Point
• Strong attention to detail
• Ability to present reports / data analysis findings in group settings
• Strong problem-solving capability
• Ability to manage multiple projects with time-sensitive deadlines a must
• Data analysis, data presentation, spread sheet and database capabilities

Pay Range

• $91,249.60 USD Annually - $120,910.40 USD Annually
