Position Summary/Position

 

IEHP is seeking a dynamic physician informatician to serve as Vice President, Medical Informatics.  Reporting to the Chief Quality Officer, the Vice President, Medical Informatics will serve as the informatics bridge between the internal and the external clinical community to advance informatics, innovation, technology, and clinical workflows to improve Quality performance and outcomes. The Vice President, Medical Informatics will lead, oversee, and implement a clinical informatics strategy that advances key IEHP strategic quality initiatives, including the advancement of preventive care, chronic care, and hospital care within the Optimal Care pillar. In addition, the Vice President, Medical Informatics will evaluate and drive Electronic Medical Record (EMR), Health Information Exchange (HIE), and clinical data opportunities focused on improving Quality. 


The Vice President, Medical Informatics works collaboratively with senior leadership teams at IEHP and with network Providers to ensure the strategic priorities of the organization are met, with a focus on improving the clinical data systems that support quality healthcare services for IEHP Members.

Major Functions (Duties and Responsibilities)

 

1. Plan, develop, and implement an effective clinical informatics strategy and structure.
2. Advance Provider and Quality analytics to assure clinical data interoperability to support Health Plan Quality reporting, performance improvement, care integration, and provider quality reporting.
3. Effectively lead clinical informatics and data science teams who provide informatics, reporting, and analytics insights to IEHP’s Health Services Division.  Key functional areas supported by this team include population health, risk stratification algorithms, care management, behavioral health, utilization management, and regulatory reporting.    
4. Develop an appropriate clinical data capture or Electronic Medical Record network optimization strategy across the Inland Empire.
5. Effectively lead cross functional teams to implement Electronic Medical Record network optimization strategy across the Inland Empire, partnering with both internal and external resources.
6. Develop strong relationships with the IEHP Provider Network to be able to effectively communicate clinical workflow, informatics, or technology opportunities to optimize Quality outcomes, including IEHP Pay for Performance results.
7. Effectively lead optimal clinical workflow design and practice system configurations as needed, including the translation of workflows in the system build.
8. Influence thought leadership regarding data interoperability and integration opportunities to inform state policy 
9. Develop data optimization strategies for both outpatient and inpatient electronic medical record systems, as it relates to improved data quality for quality measurement and clinical workflows.
10. Ensure the availability of clinical information through standardization of clinical processes and interoperability, adoption of effective solutions, and advancement of innovative workflows to support and promote quality improvement initiatives, population health, and value-based payment models as assigned.
11. Establish policies that support morale and engagement, team member retention, staff development and growth.
12. Responsible for the development and mentoring of individuals and teams to ensure highly productive, cross-functional relationships and partnerships for the benefit of the organization.
13. Provide oversight to the departments’ operations to ensure it is fully compliant service with all regulatory requirements.

Experience Qualifications

 

Minimum of ten (10) or more years of current progressive, operational experience in in a health plan or managed care setting with a focus on excellent process and informatics methodology.  Prior Experience as a Chief Medical Informatics Officer or Medical Director of Informatics for a health plan or managed care setting. Five (5) years of strong senior level leadership/management experience is required.

Doctor of Medicine (MD/DO) from an accredited institution required.

Professional Certification

 

Certification by one (1) of the American Specialty Boards required. 
Board certification in Medical Informatics or related equivalent (PhD, Master of Science) preferred.

Professional Licenses

 

Possession of an active, unrestricted, and unencumbered Physician’s and Surgeon’s Certificate issued by the State of California Medical Board required. (A physician certified in a state other than California may be employed prior to receipt of California certification provided that an application for a California physician and surgeon’s certificate is filed in the state of California prior to date of appointment.) Primary Care Physician in internal medicine, family practice or pediatrics preferred. 

Drivers License Required

Yes, must have a valid California Driver's license and valid automobile insurance. Must qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) points.

Knowledge Requirement

 

- Specific rollout and implementation experience with EPIC, NextGen, and other key Electronic Medical Records.
- Strong knowledge of current regulatory and liability requirements related to Electronic Medical Records, HIE’s, and telehealth.
- Strong knowledge of HITAC and ONC committee work, including USCDI v2.0 requirements and the California Data Exchange Framework.
- Up to date on current trends relating to Electronic Medical Record management and workflow optimization.
- A proven track record of building and fostering relationship internally and externally.

Position is eligible for Hybrid work location upon completing the necessary steps and receiving HR approval. All IEHP positions approved for telecommute or hybrid work locations may periodically be required to report to IEHP’s main campus for mandatory in-person meetings or for other business needs as determined by IEHP leadership.

A reasonable salary expectation is between $315,016.00 and $413,296.00, based upon experience and internal equity.
