Position Summary/Position


Under the direction of the Product Manager, the Technical Analyst will provide product analytics, data extraction and analysis, competitive market research, and membership forecast for all lines of businesses. This position will also create Executive dashboards, monthly product management reports and all other reports as needed and write detailed reports on findings and key trends. The Technical Analyst will develop, maintain and update all Product-related databases for membership growth, strategic initiatives and revenue optimization purposes.

Major Functions (Duties and Responsibilities)


1. Provide technical and analytical support for all Marketing Departments — Communications, Product Management, Outreach, Enrollment Assistance, Medicare Sales, Health Navigator and Community Resource Center, by maintaining and making enhancements to Marketing Research and Project Databases including:        
    a. Medicare Applications
    b. Enrollment Assistant (EA) Monitoring and Evaluation
    c. Health Navigator
    d. Events Tracker
    e. Medicare Enrollment Form
    f. Medicare Monitoring and Evaluations
    g. Marketing Effectiveness
    h. Medicare Enrollment Calls
    i. Product & Research Management
2. Support all functional units of the Marketing Department in the development and implementation of new technical tools, including Customer Relations Management (CRM), data warehouse, Mede Analytics reporting, etc.
3. Utilize data and extract reports from the Marketing Research and Project databases to develop an analysis on all marketing, enrollment, outreach activities and identify trends in order to support management in making marketing management decisions and planning.
4. Build queries utilizing SQL tables in Diamond, MaxMC, Goldmine, etc. to generate reports, perform statistical and data analyses, and build custom database applications to support various clients both within and external to the Marketing Department.
5. Create, update and conduct analysis for standard Management Reports, Weekly Enrollment reports, ad-hoc reports, data requested by all internal departments.
6. Identify, track and analyze State’s budget, Health Care Reform, Medicaid Expansion, Covered California, new regulatory guidelines that directly impact the Marketing Department as well as IEHP, if applicable.
7. Conduct market research that includes new products, market competition, innovation or evolution in the healthcare industry, best practices in marketing and communications, etc. including the annual Market Report and IEHP Member Profile.
8. Develop new Management dashboards and management reports for upcoming new products and needs for the Marketing teams. 
9. Develop process documentation for current processes and monitor for necessary changes to improve processes. 
10. Analyze and rebuild existing processes where reports can be automated (SSRS). 
11. Support the Sr. Director of Marketing & Product Management by providing technical support and data to develop the membership forecast for the budget, Board Reports, existing and new potential IEHP products.
12. Provide support for various Chief Officers and Directors by providing charts, graphs, and analytical reports for presentations to the Board of Directors, County Agencies, Community Based Organizations, and other outside agencies as needed.

Experience Qualifications


3-5 years of experience in Database & Reporting required.  Demonstrated experience in writing detailed technical, analytical and business reports. Three (3) or more years in market research, quantitative and statistical analysis in healthcare industry.  

Preferred Experience


SQL, Oracle Database, Data Warehouse, advanced Excel experience preferred.

Bachelor’s degree from an accredited institution required.

Knowledge Requirement


Must possess strong knowledge of project management and across-organization coordination. Thorough knowledge of Medi-Cal and/or Medicare managed care. 

Skills Requirement


Microcomputer applications: spreadsheet, database, and word processing. Strong interpersonal skills and strong project management skills.

Ability to work in changing, fast-paced environment. A high degree of patience and attention to detail.

Physical Requirements


Starting Salary: $66,040.00  - $84,219.20  

Pay rate will commensurate with experience
