Position Summary/Position

 

Under the direction of the Product Manager, the Systems Analyst - Strategy must be able to work independently to produce Marketing and database documentation, to communicate with end business users, to create ad-hoc reports, databases, systems, reporting tables, and to automate complex Marketing reports. The role provides assistance to multiple Strategy units in providing technical skills in real time for system troubleshooting, reporting, etc. The Systems Analyst - Strategy must provide high technical skill to troubleshoot and solve most technical issues, and act as a liaison with IT for issues that are higher in technical complexity. The Systems Analyst - Strategy develops and maintains Marketing systems, databases, and reporting tables for regular report requests and reference data. This role must be able to create, update, and modify existing systems, databases, and reporting tables from scratch based on business requirements. 

Major Functions (Duties and Responsibilities)

 

1. Develop and maintain Marketing systems, databases, and reporting tables for regular report requests and reference data.
2. Provide high technical skill to troubleshoot and solve most technical issues, and act as the Marketing liaison with IT to streamline, troubleshoot and resolve issues that are higher in technical complexity.
3. Develop ad-hoc report using programming logic based on business requirements in order to extract healthcare and membership data for Marketing reporting purposes.
4. Create critical reference table(s) for Marketing department analysts to use.
5. Lead data projects from development phase to final report output.
6. Pull and manipulate data requests for ad hoc analysis as required by analysts within the team(s).
7. Mentor and train analysts on how to use and pull data from the SQL database.
8. Competencies:
    a. Oracle database, SQL, PL/SQL Oracle utilities (professional skill level)
    b. MS SQL Server, ANSI SQL, SSMS / SSIS and TSQL (professional skill level)
    c. Microsoft Excel (intermediate level) and Access (intermediate level)
9. Must be able to create, up-date, and modify existing reporting tables from scratch based on business requirements.
10. Must be able to write queries and stored procedures in SQL Server efficiently in order to meet reporting requirements. In addition, automate as many standard Marketing reports as possible. 
11. Must be able to perform QA testing and data validation of output to ensure that the results are fit for business needs. The requirements include developing and writing queries to verify the accuracy of the data output.
12. Must have strong healthcare business knowledge in order to translate business needs into technical programming logic. 
13. Collaborate with other IEHP departments and data stewards to assess and prioritize needs, and assist with developing strategies, plans, policies and procedures related to providing effective reporting solutions.
14. Provide assistance to ten Marketing units in providing technical skills in real time for troubleshooting, reporting, etc.

Experience Qualifications

 

The following experience may be concurrent: Four (4) years of experience in database development, including analysis and design, using Microsoft Access or similar PC based relational database application. A minimum of two (2) years in database administration and development, using Microsoft SQL Server or similar relational database application. Over three (3) years of programming experience with Structured Query Language.

Preferred Experience

 

Experience preferably in a health care setting.

Education Qualifications

 

Bachelor’s degree in Computer Science, Mathematics, Accounting, Public or Business Administration, or Healthcare from an accredited institution required.


Significant experience may be considered in lieu of degree: In lieu of a degree, a minimum of eight (8) years of relevant work experience is required.

Knowledge Requirement

 

Techniques of relational database analysis, design, and implementation, including database management techniques, principles and practices of project control, physical and logical security techniques, experience with Microsoft SQL Server. Ability to estimate database development tasks given a set of requirements and assumptions. Must possess experience, knowledge and understanding of database development, lifecycle management, tools, and cross-functional activities.

A reasonable salary expectation is between $91,000.00  - $116,022.40, based upon experience and internal equity.
