Position Summary/Position

 

Under the direction of the Behavioral Health and Care Management (BH and CM) leadership, the Behavioral Health and Care Management Clinical Supervisor is responsible for assisting in the program development and implementation of the behavioral health and care management operations. The Supervisor is responsible for overseeing daily operations of clinical care management, coordination of care, and continuity of care for IEHP members with, or at risk for, mental health, behavioral health, and/or substance use disorders. In addition, the Behavioral Health and Care Management Supervisor provides clinical oversight and supervision of the integrated services for IEHP members with complex conditions, as well as administrative and operational oversight. This position engages the care team members, working collaboratively to build and maintain high levels of engagement, as well as excellent member experience.

Major Functions (Duties and Responsibilities)

 

1. Develop effective relationships with co-workers, direct reports, and community partners, modeling excellent interpersonal skills and collaboration in working toward job duties and goals.
2. Model the importance of member experience and engagement and engage with other leaders in BH and CM and at IEHP in developing and implementing Member and Team Member experience improvement activities.
3. Work closely with the BH and CM leadership to develop effective behavioral health care management principles, processes, and workflows as well as monitor care management services to ensure compliance with all IEHP, state and federal regulatory requirements.
4. Monitors and provides direction to the BH and CM team to ensure implementation of timely processes and follow through of calls, task completion, care coordination and care management, including Complex Care Management responsibilities.
5. Provide leadership, support, and clinical and administrative supervision of care managers, to ensure delivery of high-quality, cost-effective services to members.
6. Proactively recognize problematic or risk areas and help develop effective and efficient solutions in conjunction with BH and CM Team Members.
7. Collaborates with BH and CM providers, IEHP Team Members and other IEHP departments regarding BH concerns, to resolve issues and improve workflow processes to ensure delivery of high-quality services.
8. Identifies staff training and development needs and provides training and guidance related to the behavioral health to clinical and non-clinical staff to ensure Members’ needs are met holistically.
9. Professionally represent the department at selected IEHP meetings including external events, as necessary.
10. Collaborate with BH and CM Supervisors of Integrated Teams (e.g., D-SNP, Children’s Teams, ECM) on the tracking of HEDIS measures and implement interventions to meet goals.
11. Provide exemplary leadership for all assigned BH and CM Team Members ensuring Team Members are given every opportunity to succeed in their positions and are supervised in accordance with Department and Human Resources (HR) policies.
12. Identify opportunities for improvement within the department and actively identify solutions, including but not limited to providing clinical trainings.
13. Discuss difficult or complex cases with Team Members, provide recommendations for further action, coach Team Members in addressing Member’s holistic needs.
14. Review and update departmental policies and procedures, as necessary.
15. Ability to evaluate current programs for efficiency and program outcomes by analyzing specific data and providing improvement suggestions.

Experience Qualifications

 

Five (5) years of experience in an HMO or experience working in a Social Service setting required. Three (3) year of previous lead or supervisor capacity experience required.

Education Qualifications

 

Master’s Degree from an accredited institution required.

Professional Licenses

 

Possession of an active, unrestricted, and unencumbered Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Sciences required. 

OR 

Possession of an active, unrestricted, and unencumbered Marriage and Family Therapist (LMFT) license issued by the California Board of Behavioral Sciences required.

Drivers License Required

Yes, must have a valid California Driver's license and valid automobile insurance. Must qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) points.

Knowledge Requirement

 

Deep understanding and knowledge of behavioral health and substance use conditions, including acute and chronic management. Skillful in informally and formally sharing expertise. Awareness of the impact of unmitigated bias and judgement on health; commitment to addressing both. Must have skills and resilience to tolerate a moderate level of change and development around new models of care and care management practices. Knowledgeable and skilled in evidenced based communication such as Motivational Interviewing, or similar empathy-based communication strategies. Understanding of and sensitivity to multi-cultural community. Knowledge of whole health and integrated principles and practices is preferred.

Skills Requirement

 

Bilingual (English/Spanish) preferred. 

Proficient in the use of Microsoft applications (e.g., Microsoft Word, Excel, Power Point) for use in all aspects of an office environment and ability to learn new computer systems. Highly skilled interpersonally, with excellent relationship skills. Highly skilled in interpersonal communication, including resolving conflict with co-workers. Possess strong organizational skills.

Abilities Requirement

 

Must be able to work as a member of a team, executing job duties and making skillful decisions within the scope of licensure. Ability to function independently. Able to sufficiently engage members and providers. Ability to provide mentoring and clinical supervision of unlicensed Team Members.

A reasonable salary expectation is between $103,708.80 and $132,225.60, based upon experience and internal equity.
