Position Summary/Position

 

Under the direction of Operations Department Executive Leadership, the Special Programs Manager III will be responsible for managing large scale programs and projects through the full program life cycle within the set timeline, budget, and specifications while achieving the intended benefits and outcomes. The incumbent will work with senior business leaders across Operations and other departments to ensure the initiatives are successfully implemented and benefits are attained. The Special Programs Manager III will be responsible for ensuring the initiatives are aligned to strategy, governed efficiently, critical stakeholders are sufficiently engaged, core tactics are being developed and followed, Key Performance Indicators (KPIs) are created and monitored, and appropriate communications and documentation is being effectively completed. 
Responsibilities include oversight and alignment of activities as it relates to projects which may include new product development and deployment (such as DSNP), large scale change efforts (such as Transportation Services renewal), and coordination of strategic initiatives (such as MediCal Retention). In these initiatives, the Special Programs Manager III - Operations is responsible for program/product/project management including initiation, planning, development and monitoring of identified implementations in order to ensure successful deployment throughout the enterprise.  
Additionally, this position will act as a liaison between several functional departments for related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled. The initiatives assigned for this Level III position of Special Programs Managers  will  generally  be  high  priority / and mid-high complexity and will require the person to be self-motivated and able to research, analyze and develop options to address these complex problems.  This position will represent business (functional) objectives in support of technology deployments and be able to communicate/present to broad groups of stakeholders including executives. 

Major Functions (Duties and Responsibilities)

 

1. Manages moderate to complex programs or multiple programs of smaller complexity. Project Complexity can be across multiple initiatives and up to 20 integrated work tracks.
2. Provide research, analytical support, and project management in the areas of issue resolution, implementation of regulatory changes, strategic projects, and configuration and processes that are in the best interest of stakeholder business units.
3. Manage large, high complexity, and high-risk issues and projects inclusive of business, regulatory, or technology deployments (inclusive of project budgets and acquiring resources with agreements from functional areas, 3rd party vendors, and consultants, as appropriate)
4. Coordinate, prepare, and monitor assigned Operations Department projects, documentation and report outs. Capture process efficiencies developed through projects and incorporate LEAN methodologies into project practices
5. Assist work with external vendor(s) if needed in planning and implementing specific initiatives, and to manage the terms of the vendor service agreement
6. Monitor ongoing work plans and initiatives to ensure that interventions are completed to mitigate risks and issues.
7. Lead small workgroups to solve specific business issues.
8. Determine program resource requirements and procedure resources.
9. Gather details for budgets needed and analysis for special projects or issue resolution as requested by VP Operations
10. When required, leads or assists  with the development  of Request  for Proposals  (RFP) for external products and / or services.
11. Support the department on special company-wide projects and initiatives
12. Vendor management to ensure clear lines of communication and a positive relationship is maintained through the life of the project or issue(s) to be resolved. 
13. Develops and maintains the program plan ensuring coordination and alignment of interdependencies.
14. Balances schedule and scope within the program and re-negotiates with sponsor(s) as needed.
15. Responsible for accurate and timely reporting of status for assigned programs.
16. Engages with business partners/stakeholders in preparation of program/project materials for presentation to key governance groups at specified project transition points.
17. Develops a quality assurance and measurement plan for the program.
18. Determines program resource requirements and recommends resource needs.
19. Provides guidance in the completion of tasks and review of program deliverables.
20. Proactively communicates to plan and manage project/program interdependencies.
21. Effectively collaborate and manage tasks of cross functional Team Members and other Project Managers for successful program implementation
22. Develops and maintains ongoing positive relationships with management, vendors and clients during program (as appropriate).

Experience Qualifications

 

Strategic thinker with a minimum of seven (7) years of direct program management or combination of years of project and program experience in a matrixed organization. Application experience and knowledge of standard PM practices with ability to develop plans. Must have worked in a team-oriented and collaborative environment. Experience with project management software such as MS Project and Workfront.

Education Qualifications

 

Master’s degree from an accredited institution required.

Professional Certification

 

Relevant certification required. At least one of the following certifications is required: PMP, PgMP, CBAP, PMI‐PBA, Scrum Certified, or Lean Six Sigma Black Belt.

Knowledge Requirement

 

Must possess strong knowledge of project management and cross-organization coordination. Understanding and sensitivity to a multi-cultural environment and community. This position provides key operational information and key organizational tactical / strategic information through the effective implementation of change initiatives.  Understanding of business and technical requirements for initiatives, as well as prioritization dependencies is required. Must support an environment of collaboration. Strong ability to translate data into meaningful and actionable information. A high degree of patience, attention to detail and the ability to work in changing, fast-paced environment. Effective communicator with an ability to create presentations at the Executive level. Knowledge or experience with Lean methodologies a plus.

A reasonable salary expectation is between $91,000.00  - $116,022.40, based upon experience and internal equity.
