Position Summary/Position

 

Under the direction of the VP of Hospital Relations, the Special Programs Manager II – Hospital Relations supports the Hospital Relations department in the coordination of intra and interdepartmental system configuration and process projects in the areas where Health Plan and Hospital Operations intersect. Areas may include but are not limited to: Hospital influenced HEDIS measures, Pay for Performance, Quality/Performance Improvement activities, optimizing and innovating programs to improve hospital risk profiles, data aggregation, data collection, vendor oversight, and reporting.  The Special Programs Manager II - Hospital Relations   is responsible for programs management including initiation, planning, development, and monitoring of Special Program implementations in order to ensure efficacy, quality, on time/on target delivery, and fiscal sustainability.
This position will act as a liaison between several functional departments, internally and externally, for related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled.  This position will also provide support to department leaders to facilitate improvement activities and coordinate the delivery of documents related to internal and external audits for the Core Business Systems department. This position will ensure that policies and procedures, requirements, change control requests, and issue management tickets are completed as necessary and available for review. This position will provide expertise and knowledge to project management processes for release management, and interdepartmental issue response and resolution management. This position will be involved with quality improvement initiatives, technology and innovation deployments and communications of project and issue management at all levels of the project deployment.

Major Functions (Duties and Responsibilities)

 

1. Provide research, analytical support, and project management to the VP of Hospital Relations and the Director of Hospital Relations in the management of strategic projects in the area of initiation, planning, development, implementation and ongoing monitoring that are in the best interest of Hospital Relations business operations.
2. Manage medium-to-large complexity / medium-to-high priority programs and interventions such as business, regulatory or technology deployments (inclusive of project budgets and acquiring resources with agreements from functional areas, 3rd party vendors, and consultants).
  a. Facilitate daily project operations, perform detailed information gathering, analysis and investigation; provide recommendations and escalate immediate decision making as needed.
  b. Document and track issue resolution, implementation of regulatory changes and standardized processes for strategic projects.
3. Coordinate, prepare, and monitor assigned Hospital Relations department projects. Capture process efficiencies developed through projects and incorporated LEAN methodologies into project practices.
  a. Act as a liaison between several functional departments for program development, configuration and technology-related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled.
  b. Monitor ongoing work plans, metrics and initiatives to ensure that interventions are completed timely to mitigate risks and issues.
  c. Provide documentation and report outs.
4. Assist the Hospital Relations Leadership in the collaboration between the Health Plan and Hospital Partner departments and compliance in planning, developing, and implementing strategies for improvement.
  a. Determine program resource requirements and procedure resources.
  b. Gather details for budgets needed and analysis for special projects or issue resolution as requested by Hospital Relations Leadership.
5. Provide training to stakeholders and members as needed and ensure the quality and accuracy of educational materials and communications regarding program services.
6. Assist the Hospital Relations Leadership to  work with external vendor(s) as needed in  planning  and implementing specific initiatives and manage the terms of the vendor service agreement. When required, leads or assists with the development of Request for Proposals (RFP) for external products and / or services.
7. Support the Hospital Relations Leadership to operate the various Joint Operations Committees/Meetings, ensuring appropriate planning and all follow-up activities or action items from the meetings are completed in a timely manner for a successful execution.  Support the Hospital Relations Leadership and sponsors with special  companywide  and departmental projects and initiatives that interface with hospitals.
8. Assist in coordination of annual reviews of Policies and Procedures (PnP), especially those impacting hospitals and ancillary providers, which includes gap analysis for PnPs, working with SMEs to update existing content  or  creating  new  documents,  and  uploading  into Compliance 360, SharePoint, or other source document management areas as needed. Assist in the responses and completion of deliverables to Corrective Action Plans (CAPs) as requested.

Experience Qualifications

 

Five (5) years of experience in project management. Application experience and knowledge of standard PM practices with ability to develop plans.

Preferred Experience

 

Prior experience in healthcare/hospital setting preferred.

Education Qualifications

 

Master’s degree from an accredited institution required. 
Master’s degree in Public Health, Health Administration, Public Administration, or other healthcare related focus from an accredited institution preferred.

Preferred Education

Professional Certification

 

Project Management Professional (PMP) Certification, Certified Professional of Healthcare Quality (CPHQ), or other recognized quality improvement certificate preferred.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

Must possess strong knowledge of project management and cross- organization coordination. Understanding and sensitivity to a multi-cultural environment and community. This position provides key operational information and key organizational tactical / strategic information through the effective implementation of data initiatives.  Initiatives include data trending analyses, data profiling, data mining, data analysis, and promoting a data-aware culture throughout IEHP.

Starting Salary: $75,296.00  - $95,992.00  

Pay rate will commensurate with experience
