Position Summary/Position
The Payroll Specialist II is responsible for assisting the Payroll Supervisor in performing a variety of complex accounting and auditing functions and software support in the preparation, processing, maintenance, verification and reconciliation of employee time cards, payroll/benefit records and payment of funds for IEHP team members. The candidate will need to be thoroughly familiar with the state and federal laws and regulations pertaining to payroll, as well as IEHP policies and procedures.
Major Functions (Duties and Responsibilities)
1. Conducts pre-payment audits of payroll data used for pay determination to employees, e.g. electronic time card data, pay adjustments and employee information ensuring accurate preparation and payment of payroll data and compliance with policy, state and regulatory requirements.
2. Researches and processes payroll and benefit adjustment entries.
3. Calculate and apply garnishment deduction orders.
4. Calculates retroactive salary and final payment requests (terminations, separations, etc.).
5. Prepare detailed payroll and accrual journal entries using critical analysis skills.
6. Maintain electronic process to submit CalPERS data.
7. Researches and resolves employee related payroll matters.
8. Use a variety of software applications to create/design reports and spreadsheets.
9. Reviews, analyzes and updates salary and benefit projections for accuracy.
10. Responsible for maintaining in strict confidence all employee and payroll information.

Experience Qualifications
Three (3) years experience coordinating payroll activities in an office environment. Experience with automated payroll systems.
Preferred Experience
Recent ADP software experience is preferred.
Experience in a public agency a plus.
Education Qualifications
High School diploma or GED required.
Preferred Education
Associate’s degree or any combination of education from an accredited institution and/or training preferred.
Professional Certification
Certified Payroll Professional preferred.
Professional Licenses
Drivers License Required

Skills Requirement
Intermediate to advanced Microsoft Office skills (Excel and Word).

Starting Salary: $53,892.80 - $68,702.40
Pay rate will commensurate with experience
