Position Summary/Position


Under the direction of the Learning & Development Director, the Learning & Development Manager will assist in the design and structure of the Learning & Development Training Program. In this role, the Learning & Development Manager is responsible for planning, implementing, and delivering training and quality assurance programs as needed. In addition, the Learning & Development Manager is responsible to ensure initial training and ongoing learning opportunities to achieve consistency among IEHP Team Members.

Major Functions (Duties and Responsibilities)


1. Directly responsible for Learning & Development Supervisors, Trainers, Business Analyst and Operations Specialist; including interviewing, hiring, conducting performance reviews, etc.
2. Assist in the development, implementation and evaluation of the overall plan and structure for training programs for all IEHP Departments. Provide tools and training solutions to address any gaps in knowledge, competency, and skills
3. Ensure effective delivery and facilitation of adult classroom training in support of IEHP programs and various processes to ensure superior workforce preparation.  Research and evaluate adult learning programs, trends, and practices in order to devise appropriate curriculums.  Training implementation includes:
    a. Logistics preparation (assist with room reservations and set-up, copies of training materials, equipment needed, etc.)
    b. Assist with scheduling training for small and large groups of employees within the IEHP.
    c. Creation of reports to evaluate additional training needs and training effectiveness
4. Apply various training delivery techniques, including, but not limited to traditional classroom training, group workshops, self-paced and 1:1 session, in training on IEHP processes and system processes.  Explore opportunities for the use of technologically advanced training software, web-based programs, computer-based programs and blended approaches.
5. Continually research and identify opportunities for process improvement, new training methods and activities and make recommendations for policy and process changes to enhance efficiency and effectiveness.
6. Understand all applications used in various departments and ensure training to new staff members and existing staff as needed.
7. Develop training materials, working in a team setting with other team members, as well as subject matter experts within IEHP to develop new training materials and to enhance existing resources. Training delivery may be varied within the various Departments.  Training materials may include:
    a. Course outlines
    b. Training goals and objectives
    c. Lesson plans
    d. Job Aids
    e. Training materials (PowerPoint presentations, workbooks, voice prints, handouts, reference materials, practice scenarios, exercises, case studies, etc.) 
    f. Tests and checklists (if appropriate)
8. Work closely with various Directors, Managers and Supervisors to achieve IEHP’s Department goals and regulatory expectations.
9. Maintain documentation, including keeping an updated database, copies of training agendas and sign-in sheets, etc. to demonstrate employee compliance with training requirements.
10. Develop and Implement learning strategies and programs.
11. Work with developing of e-learning courses.
12. Lead and oversee special projects.

Experience Qualifications


A minimum of five (5) years of experience in coordinating and facilitating training programs or adult education. Of the five (5) years, a minimum of three (3) years of experience in a Leadership/Management role is required.

Preferred Experience


Two (2) years of experience in a managed care or clinical setting preferred.

Education Qualifications


Bachelor’s degree from an accredited institution required. 

In lieu of a Bachelor’s degree, one of the following applicable scenarios may be considered:

1. Significant experience may be considered in lieu of degree: In lieu of a degree, a total minimum of thirteen (13) years of relevant work experience is required:
I. Five (5) years of progressive experience in Training 
II. Three (3) years of leadership experience 
III. Five (5) years of relevant work experience

2. Candidate with an active, unrestricted, and unencumbered Registered Nurse (RN) issued by the California BRN without a Bachelor’s degree will require a total of nine (9) years of relevant work experience for this position in lieu of a Bachelor’s degree.
I. Five (5) years of progressive experience in Training 
II. Three (3) years of leadership experience
III. One (1) year of relevant work experience.

3. Candidate with an active, unrestricted, and unencumbered Vocational Nurse (LVN) license issued by the California Board of Vocational Nursing and Psychiatric Technicians without a Bachelor’s degree will require a total of eleven (11) years of relevant work experience in lieu of a Bachelor’s degree.
I. Five (5) years of progressive experience in Training 
II. Three (3) years of leadership experience 
III. Three (3) year of relevant work experience

Preferred Education


Master’s degree from an accredited institution preferred.

Professional Certification


CPLP (Certified Professional in Learning & Performance) and Master Trainer Certification preferred

Professional Licenses

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement


Strong understanding of adult learning principles and ability to demonstrate these when facilitating in classroom situations. Knowledge of creative training techniques and application.

Skills Requirement


Skilled in group facilitation and managing effective discussion and dialogue to enhance the learning experience. Basic skills needed in using computer applications, such as Microsoft Outlook, Word, Excel, PowerPoint, Access, Visio, etc.

Abilities Requirement


Ability to conduct effective and engaging presentations in a variety of delivery formats. Ability to multi-task, prioritize and stay organized is essential.

A reasonable salary expectation is between $118,248.00  - $150,779.20, based upon experience and internal equity.
