Position Summary/Position

 

The Manager of the Vendor Management Office is responsible for all technology and IT vendors for IEHP. He or she will manage a team responsible for a combination of IT vendor contract, performance, relationship, and risk management. He or she owns and must understand contractual, and operational working relationships with vendors to ensure effective delivery of committed products, services, and solutions. This role is a leadership position, reporting directly to the VP of Business Relationship Management.
The role will require definition and management of policy and process associated with vendor management functions, including collaboration with business units and stakeholders who may be responsible for adherence to or execution for policy and process.

Major Functions (Duties and Responsibilities)

 

1. Provide leadership and alignment of responsibilities within the vendor management office (VMO) in alignment with the strategic and operational objectives of the technology organization and the broader enterprise.
2. Develop and maintain functional roles and responsibilities for vendor management including the recruitment and management of team members in the VMO.
3. Provide/develop training and resources for internal staff members who are charged with executing vendor management activities.
4. Collaborate with internal stakeholders — including IT and business resources, sourcing and procurement — to develop criteria and best practices for vendor selection.
5. Provide assistance to procurement teams to optimize the cost-effectiveness of negotiations and ensure compliance of negotiated agreements to established vendor management policies and practices (such as articulation of service levels and deliverables, etc.).
Operational duties:
6. Establish and/or approve internal and external policies, standards, and processes.
7. Manage the maintenance/enhancement of tools for use in vendor management, including vendor tracking, analytics, and performance management tools.
8. Manage the collection, consolidation and communication of reporting and data on vendor contracts, performance, risk and relationships to key stakeholders and vendors.
Contract management:
9. Oversee maintenance of vendor agreements and ensure that they are current/up-to-date and compliant with relevant laws and regulations.
10. Segment and rationalize the vendor portfolio so that appropriate focus can be applied to the most strategically important vendor relationships/engagements.
11. Maintain an inventory of vendor by category (software, hardware, telecom, staff augmentation, services), cost center and region.
Relationship management:
12. Manage vendor relationships and serve as a point of escalation for vendor issues and disputes and drive those issues to resolution.
13. Manage the communication process with vendors, including what information should be communicated, when and by whom, to ensure that appropriate leverage is preserved.
Performance management:
14. Oversee the measurement and reporting of vendor performance, including the development of evaluation tools based on stakeholder needs, and the creation of scorecards and dashboards that will accurately present this data.
15. Manage delivery of performance feedback to vendor organizations and oversee action plans and corrective measures which may arise from the performance management process.
Risk management:
16. Maintain vendor risk assessments or risk registers in cooperation with risk, privacy, business continuity and security teams. Participate in vendor audits as needed.
17. Partner with other areas of the business (procurement, finance) to track and report on vendor financial viability, and corporate and regulatory compliance.

Experience Qualifications

 

A minimum of ten (10) years of experience in vendor management or a related field. Proven leadership experience, mentoring, and developing a team at a leadership level. Proven experience in successfully leading a team in the management of vendors/third parties, including, but not limited to, policies, performance, vendor risk, relationships, contracts (including negotiations), and issue and dispute resolution. Experience driving change and facilitating collaboration and action in highly distributed or organizations. Working knowledge/experience with vendor performance management.

Preferred Experience

 

Experience with IT standards such as ITIL and COBIT is preferred

Education Qualifications

 

Bachelor’s degree in the field of study of Finance, Mathematics, Computer or Science related fields from an accredited institution required.

Preferred Education

 

Master’s degree from an accredited institution preferred.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

Knowledge of:
- IT industry and the products and services provided by technology vendors
- Relevant regulatory and industry requirements, health plan and public entity experience preferred
- Contract management and negotiations
- Vendor life cycle (sourcing, procurement, vendor management), and how internal roles interact and operate throughout the duration of vendor engagements
- Terms (warranties, intellectual property, indemnification) in IT agreements

Solid grasp of financial concepts, such as depreciation schedules, capitalization, return on investment, and total cost of ownership.

Skills Requirement

 

- Ability to effectively interpret and act on data visualizations and analytics, particularly with regard to trends in vendor performance and activity
- Communication of business concepts and needs in technology relevant terms as well as translation of technical concepts into business/nontechnical points
- Relationship skills that will facilitate positive vendor behaviors, establish healthy new engagements, and deepen existing ones

Working Conditions

 

Accountability - As a manager, this position requires twenty-four (24) hours of accountability, willingness to be on call (less pre-approved exceptions) and attend to issues outside of normal business hours.

A reasonable salary expectation is between $134,804.80  - $171,870.40, based upon experience and internal equity.
