Position Summary/Position

 

Under the direction of the Director of Health Services Evaluation, the Manager of Health Services Evaluation is responsible for assisting in the development and implementation of evaluation, assessment, and reporting activities. The Manager will work with internal customers and teams to execute the design and delivery of challenging and complex quantitative and qualitative research and evaluation projects while leading a team of analysts, evaluators, and health economists. The Manager is expected to stay up-to-date on the latest methodologies related to evaluation and research and their relevant applications. In addition, the Manager is expected to provide mentorship to junior members of the team to improve their evaluation and research skills.

Major Functions (Duties and Responsibilities)

 

1. Actively engage with project teams on study design to identify/develop the best methodologies and techniques to address research and/or evaluation objectives
2. Develop standard work for the Health Services Evaluation unit to support the quality and accuracy of project deliverables
3. Support the team and deliver on complex quantitative projects
4. Develop study designs, including sampling plans, questionnaires, etc
5. Oversee the execution of advanced analyses
6. Perform and oversee appropriate statistical modeling methodologies to meet study objectives
7. Drive interpretation and presentation of research results in a visual and impactful customer-friendly fashion
8. Provide mentorship and support to junior staff
9. Regularly collaborate with leadership and the broader community to ensure that new research, analysis, and measurement techniques inform IEHPs business
10. Develop and disseminate frameworks and point of view documents on key issue areas such as, but not limited to, sample size determination, risk stratification, SDOH factor integration, and QALY/DALY derived measurement.
11. Act as a key contact on evaluation and assessment related issues within IEHP.  This includes representing the  department in meetings with internal and external stakeholders.

Experience Qualifications

 

Must have strong leadership abilities and broad quantitative research expertise, with a minimum of three (3) years of experience. Experience in advanced quantitative methodologies and statistical skills (e.g., regression analyses, factor analysis, cluster analysis, survival analysis, causal inference). Experience in developing and implementing strategies to integrate SDOH factors into models of risk. Experience in developing and implementing strategies to integrate Quality of Life measures into current and planned programs involving IEHP Membership.

Education Qualifications

 

PhD in Health Economics, Health Services Research, Applied Statistics, Mathematics, Epidemiology, or other relevant field of study from an accredited institution required.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

Interest in keeping pace with methodological advances in the field. Expertise in structural equation modeling and econometric methods is also desired.

Skills Requirement

 

Should be proficient in SAS programming and analysis. Ability to supervise and perform complex analyses and present results in a clear, understandable approach, written and verbal, to both internal and external stakeholders.

Ability to demonstrate sound analytical reasoning. Ability to manage multiple projects with competing deadlines and changing priorities. Ability to work well in a team environment and build effective relationships with Team Members at all levels. Ability to establish and maintain effective working relationships with others. Starting Salary: $127,171.20  - $162,136.00  

Pay rate will commensurate with experience
