Position Summary/Position
The Manager of Financial Planning and Analysis manages the financial planning process, which includes company-wide and capital budget development, forecasts, variance analysis, financial modeling, financial analysis and tracking of special projects, other ad-hoc reporting, and/or financial research projects. This position requires strong knowledge of the healthcare industry and managed care operations and a fundamental understanding of accounting systems and principles; as they will create business-wide analysis to understand financial drivers, identify and quantify business opportunities and risks, and communicate recommendations and insights to senior leadership. The candidate must have highly developed interpersonal (collaborative), verbal, and written communication skills, including strong presentation skills and the ability to communicate concisely and persuasively at all levels of the organization.
Major Functions (Duties and Responsibilities)
1. Manages the activities surrounding the development of the annual Operating, Capital, Cash Flow, and Balance Sheet budgets by lines of business in conjunction with the Decision Support, Marketing and Human Resources departments and business owners.
2. Provide input and assistance to Financial Reporting and Decision Support to analyze monthly budget to actual variances.
3. Supervises the preparation of forecasts based on input from business owners.
4. Responsible to manage and audit the DHCS Rate Development Template (RDT) process in conjunction with the Decision Support department.
5. Coordinates and supports the financial audit activities by IEHP regulators.
6. Manages employees directly including selection, training, coaching, performance review, performance goal setting, disciplinary actions, and resource allocation.
7. Supervises the distribution of Administrative Expense Variance Analysis reports monthly to Directors and Managers for departments to be designated.
8. Lead quarterly meetings with management staff to review Administrative Expense Variance Analysis reports.
9. Responsible for the timely and accurate submission of external reports, including the quarterly and annual Orange Blank, IEHP Budget for DHCS/DMHC and State Controller’s reports including submission to regulatory agencies and follow up analysis when requested.
10. Lead the analysis, design, and development of new reports and system enhancements, as required through Hyperion Reports and Smart View.
11. Lead the creation of training materials and perform training sessions for Hyperion users from various internal departments.
12. Manages the activities surrounding the LEAN Benefit Tracker and RIE reporting.
13. Provide consultative services on budget and cost matters for the Departments.
14. Designs and initiates process improvements to operational procedures and processes.

Experience Qualifications
Minimum five (5) years experience in a managed care health plan, IPA, hospital, or insurance industry. A minimum of two (2) years of supervisory / management experience.
A Master degree from an accredited institution can be substituted in lieu of minimum supervisory/management experience.

Education Qualifications
Bachelor’s degree in Finance, Business Administration, Healthcare Administration, Accounting, or another related field from an accredited institution required.

Knowledge Requirement
Expert knowledge of Microsoft Excel and experience with Microsoft Access. Recent working knowledge of Hyperion Planning and Budgeting software. Principles and practices of managed health care industry and strategies required, including capitation and Incurred But Not Reported (IBNR). Principals and techniques of effective supervision, including motivating, training, and evaluation. Techniques and methods in preparing forecasts, projections and other health system reporting tools, including performance measures. Medi-Cal/Medicaid and CMS benefits and policies preferred plus.

A reasonable salary expectation is between $134,804.80 and $171,870.40, based upon experience and internal equity.
