Position Summary/Position


Under the direction of the Senior Director, Facilities, the Manager, Facilities - Projects is responsible for managing all technical, construction-related, and capital projects and vendors. The Manager, Facilities - Projects performs and supervises tasks in connection with tenant improvement projects, maintenance of current facilities, new construction, and other capital projects, including the supervision of other facilities staff. The Manager, Facilities - Projects oversees all project activities and resources to ensure contract services are aligned for seamless execution.

Major Functions (Duties and Responsibilities)


1. Review, plan, estimate, and schedule work assignments on tenant improvements, maintenance of facilities, new construction, and/or other capital projects.  
2. Provide ongoing management of multiple assigned construction/capital projects and resources representing IEHP Facilities, including directions to the architect, engineer, and construction inspector, project design, implementation of budget controls, project bid ability, bid specifications, change orders, administration of various contracts, management of the inspection, preliminary planning, documentation bidding, and construction phases of various projects.
3. Directly supervise Facilities Team Members, and supervise the services provided by onsite contractors/vendors, and any offsite contracted resources.
4. Lead review and approval of contractor’s proposed construction schedules.
5. Lead the review and evaluation of construction project progress and approval of requests for payment.
6. Monitor construction document status, submittals, and as-built drawing preparation.
7. Review requests for information/clarification and assist in interpretation of construction documents.
8. Lead processing and negotiating cost, scheduling of change orders, and resolving complex construction related disputes.
9. Coordinate project close-out and move-in activities.
10. Coordinate construction planning events with purchasing and contracts for scheduling and acquisition of equipment.
11. Develop formal project specifications for bid purposes and review bid specifications to assure their thoroughness and accuracy in relation to approved plans, in partnership with IEHP’s Procurement Department.
12. Confer with prospective contractors and solicit formal and informal bids; solicit and review proposals in partnership with IEHP’s Procurement Department.
13. Coordinate site visits and pre-bid, pre-construction conferences, and attend job meetings as required.
14. Monitor contract compliance.
15. Prepare reports, maintains project records, and ensure compliance with current standards, codes and ordinances.
16. Coordinate and maintain communication and cooperative working relationships with contractors and project personnel.
17. Train and monitor performance of Facilities Team Members related to skills in vendor management, project management, contract management, and overall oversight of technical and construction related projects.
18. Perform periodic field visits and provide progress reports to the Senior Director.

Experience Qualifications


Seven (7) years of full-time, paid, professional-level experience in facilities is required. Proven leadership experience, mentoring, and developing a team at a leadership level.

Preferred Experience


Specific construction management experience is preferred. Engineering background preferred.

Education Qualifications


Bachelor’s degree in a relevant field from an accredited institution required. 

Professional Certification


Certified Facilities Manager (CFM), or Project Management Professional (PMP) certification is preferred.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement


Must possess a strong working knowledge of methods, materials, and equipment used in the construction industry and in the repair and remodeling of facilities.  Must also have knowledge of the principles and techniques of project budget development and control, contract management administration, and contract management principles including bid preparation and evaluation. Read and interpret construction documents, blueprints, plans, and specifications. Understand, interpret, and apply building codes, laws, rules and regulations.

Skills Requirement


Must have strong leadership skills, and the ability to communicate effectively and influentially with project teams, stakeholders, vendors/contractors, and executive leadership.  Requires complex decision-making skills, and excellent oral and written communication skills for providing reports and raising issues and risks.

Abilities Requirement


Ability to use appropriate safety precautions and procedures. Maintain effective working relationships with those contracted in the course of the work, including architects, consultants, contractors, etc. Meet schedules and timelines.

A reasonable salary expectation is between $103,708.80  - $132,225.60, based upon experience and internal equity.
