Position Summary/Position

 

The IT Vendor Management Specialist I is responsible for vendor management processes, including procurement, the capture and analysis of vendor contract and performance data, provision of reports, metrics and status tracking, managing timely response to contract expirations, changes and funding, and independent analysis and recommendation for changes and process improvements. The IT Vendor Management Specialist I will operate across the various workflow management systems used in procurement, payment and vendor management operations. This position will develop relationships with vendors and teams across IEHP to support adherence to public procurement practices, timely contracting and purchases of goods and services, and oversight of vendors for adherence to agreement terms.

Major Functions (Duties and Responsibilities)

 

1. Perform IT procurement related activities, partnering with Vendors, IEHP Legal, Governing Board, Procurement and internal business units for successful and timely procurement coordination and completion; including but not limited to independent responsibility for the completion of Governing Board Writeups, Minute Order histories, cost calculations, and effective evaluation and coordination of steps to drive Agreement to completion.
2. Monitor contract management system transactions and analyzes procurement requests for completeness, potential errors, and compliance with public sector procurement processes, legal and Governing Board policy requirements, and solicitation best practices. Work with responsible procurement areas to bring documents and process into compliance with standards.
3. Provide detail break downs of Vendor Agreements terms, fee schedules, SOWs, documentation of SLAs, etc. including vendor and contract categorization and makes independent recommendations for contract improvements.
4. Manage timely awareness and response to imminent or developing contract expirations, scope changes, funding availability and ensures appropriate funding, expiration or renewals occur.
5. Compose clear and precise reports, recommendations, correspondence and communications regarding vendor status, metric performance, SLAs, and process standards and updates to meet internal and regulatory requirements. Utilize the contract and vendor management software systems to extract data, analyze and format data for reports and dashboard.
6. Represent vendor management and responsible contracts, provide detailed information on vendors, agreements, process status during procurement related huddles, trainings, regularly scheduled update meetings, and other initiatives. Present valid and concise data and enable decision making.
7. Participate in financial processes including annual and monthly Budget development and review provides analysis of vendor contracts for scope, terms and financial impact. Perform ongoing analysis and reconciliation of invoices to contract payment and billing terms and budget consumption.
8. Work with the Vendor Management Performance Administrator to complete quality review and tracking of vendor performance to contract and deliver vendor report cards.
9. Develop and maintain VMO process flows, desk top procedures, policies and procedures, best practices, and training documents. Provide education, oversight and support to IT including the use of procurement and vendor management systems through the understanding of the procurement and purchasing process.
10. Participate in the RFI/Q/P process and provides support to complete the solicitation and selection of vendors from document development through contact completion.
11. Work independently to read and interpret vendor management rules and regulations and collects, organizes and evaluates the information and impact. Shares recommendations for changes and implementation of updates.

Experience Qualifications

 

Two (2) years of Procurement, Accounts Payable, or contracting experience. Experience with report development and dashboard utilization. Experience providing and presenting data analysis. Experience with requisitions and contracts and contract management systems. Requisition and invoice reconciliation to contracts and budgets experience.

Preferred Experience

 

Negotiation experience preferred.

Education Qualifications

 

High School Diploma or GED required.

Preferred Education

 

Bachelor’s degree from an accredited institution preferred.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

- Knowledge of government public procurement methods preferred. 
- Knowledge of procurement methods, procedures and automated purchase requisition and contract management systems.
- Knowledge of contracts and/or contract management systems
- Proprietary system reconciliation practices relevant to procurement/operational practices, standards and internal policies and procedures. 
- Public Agency contracting principles including RFP/RFQ/RFI preparations.

Starting Salary: $53,892.80  - $68,702.40  

Pay rate will commensurate with experience
