Position Summary/Position

 

The IT Architect - Portfolio Governance is responsible to lead the Portfolio Governance process in support of the maintenance of the enterprise portfolio, spanning multiple strategic and organizational initiatives to maximize value creation and execution for goal attainment.
This position will manage the policies, procedures and processes for portfolio governance, including intake, project assessments, project review board presentations, prioritization of initiatives and coordination of entry into PPM tools. Collaborates with the IEHP strategy team to move approved strategic initiatives from planning to execution.
The role will require definition and management of policy and process associated with PPM functions, including collaboration with business units and stakeholders who may be responsible for adherence to or execution of policy and process.

Major Functions (Duties and Responsibilities)

 

1. Manage the policies, procedures and processes for portfolio governance; including intake, project assessments, project review board presentations, prioritization of initiatives and coordination of entry into PPM tools.
2. Collaborate with internal stakeholders to develop best practices for governance standards, portfolio tool utilization, valuation methodologies, reporting and dashboards and review cadence.
3. Establish and maintain policies and procedures, functional process documents, workflows, and desk top reference guides for portfolio processes. 
4. Coordinate training for project team members that are charged with executing Portfolio activities.
5. Organize, prepare for, and conduct project review board meetings.
6. Organize and conduct portfolio review sessions.
7. Understand the data needs of the portfolio, and document and train those that will be providing data to ensure complete and successful portfolio reporting through a PPM tool.
8. Conduct quality and process adherence audits and provides results and recommendations for improvements.
9. Stay abreast of portfolio projects and in coordination with the PPM Manager, publish regular portfolio updates that provide alerts to risks and inform about portfolio changes.
10. Develop metrics and measures of adherence to governance processes and portfolio standards and publishes performance measures.
11. Demonstrate a commitment to incorporate LEAN principles into daily work.

Experience Qualifications

 

Minimum of three (3) years of experience in project and portfolio management. Experience with portfolio governance processes. Experience with Project portfolio software.

Preferred Experience

 

Health Plan experience preferred. PowerBI experience preferred.

Education Qualifications

 

Bachelor’s degree in the field of computer science, technology, and/or project management required.

Professional Certification

 

Project management professional (PMP) certification preferred, but not required.

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

Knowledge of:
- PPM practices, tools, and data. 
- Portfolio governance processes and how they relate to strategy and portfolio execution
- Portfolio prioritization and evaluation using resources, finances, strategic value, etc.
- Process improvement and lean practices to foster continuous improvement
- Utilization of metrics and performance measures
- Effective utilization of dashboards and reporting

Skills Requirement

 

- Excellent verbal and written communication skills
- Collaboration and conflict management skills.
- Proficient at Powerpoint and workflow documentation ex. Visio
- Confident presentation skills

Starting Salary: $103,708.80  - $132,225.60  

Pay rate will commensurate with experience
