Position Summary/Position


The IT Architect - IT Resource Management is responsible for supporting resource/capacity and financial review and analysis for the PPM in support of successful execution of IEHP strategy and organizational initiatives.
This position will manage and provide standards and documentation of the processes for resource and financial data collection and integration in the PPM software.  Responsible for being able to provide trend analysis and long-range projections, skill gaps and needs analysis and portfolio recommendations.
The role will require collaboration with business units and stakeholders who may be responsible for the delivery of data, provision of resources and adherence to or execution of policy and process.

Major Functions (Duties and Responsibilities)


1. Manage the policies, procedures and processes for portfolio resource and financial data capture, analysis, and review in support of execution of strategic and organizational initiatives.
2. Collaborate to develop best practices for creating and maintaining resource skills and capabilities.
3. Collaborate to develop best practices for financial data capture and maintenance
4. Establish reporting that enables reporting to leadership and proposing recommendations for specific actions or remedies to address underuse or overuse of resources, need for specific capabilities, 
5. Maintain and make available timely and accurate analyses of the current and projected states of assignment, consumption and availability of team members with the abilities and skills appropriate for work on projects and programs.
6. Define needed inputs, input sources, ownership, time frames, and actual data content required to maintain and report “actual time worked” data compared with “planned time worked” data. Identify and track variances and trends. Apply leadership-defined criteria for escalation and action required for poorly maintained conformance to agreed-on numbers, roles and use of skills for assigned resources.
7. Alert stakeholders to project/portfolio risks due to resource and budget and present recommendations for resolution. 
8. Prepare resource and budget analysis in coordination with project stakeholders for project review board meetings.
9. Organize and conduct portfolio review sessions in coordination with the PPM Manager.
10. Understand the data needs of the portfolio, and document and train those that will be providing data to ensure complete and successful portfolio reporting through a PPM tool.
11. Conduct quality and process adherence audits and provides results and recommendations for improvements.
12. Stay abreast of portfolio projects and in coordination with the PPM Manager, publish regular portfolio updates that provide alerts to risks and inform about portfolio changes.
13. Develop metrics and measures of adherence to governance processes and portfolio standards and publishes performance measures.
14. Demonstrate a commitment to incorporate LEAN principles into daily work.

Experience Qualifications


Minimum of three (3) years of experience in project and portfolio management including:
- Experience with portfolio resource and capacity planning processes
- Experience with Project portfolio software
- Experience with portfolio financial analysis and budgeting.

Preferred Experience


Health Plan experience preferred. PowerBI experience preferred.

Education Qualifications


Bachelor's degree in the field of Computer Science, Technology, and/or Project Management from an accredited institution required.

Drivers License Required

Yes, must have a valid California Driver's License.

- PPM practices, tools, and data. 
- Portfolio processes and how they relate to strategy and portfolio execution.
- Portfolio prioritization and evaluation using resources, finances, strategic value, etc.
- Process improvement and lean practices to foster continuous improvement
- Utilization of metrics and performance measures.

A reasonable salary expectation is between $103,708.80  - $132,225.60, based upon experience and internal equity.
