Position Summary/Position

 

The Director Technology – Shared Services provides leadership and oversight for the QE, ITPMO, Security Ops and DevOps services to the Information Technology Teams and assists CIO to advance technology agenda aligning business strategy and goals.
The Director Technology – Shared Services is responsible for:
- Leading Quality Engineering, Project Management COE efficiently and smooth delivery of IT initiatives
- Quality Engineering, Project Management PMO COE will provide best practices, KPI’s and standards for Agile, Lean Development process to IT & Production Support teams 
- Manage the Project Management team to ensure compliance with PMO methodologies, governance, templates
- Manage day to day IAM Operations and DevSecOps that meet business and security objectives
- Partner with Shared Business Platforms and Service Delivery teams to define, implement and operate a platform support model that leverages DevSecOps principles
- Enforce standard methodologies, processes and tools and ensure compliance to enterprise architecture, information security policies and overall firm strategy
- Improve the accessibility of security through automation, continuous integration pipelines, and other means
- Developing and maintaining strong relationships with business counterparts within the organization.

Major Functions (Duties and Responsibilities)

 

The responsibilities of Director Technology – Shared Services include the following:

Quality Engineering, IT PMO COE, IAM Operations and DevSecOps Governance
1. Establish Quality Engineering & Project Management COE to enhance, establish Development and Production support process along with measurable KPI’s
2. Develop DevSecOps Strategies by collaborating with Services Delivery and shared Business Platform teams on the following:
  a. Digital Transformations & DevSecOps Adoption
  b. System Hardening and Technology debt reductions
  c. IT Process re-engineering
3. Assist CIO & leadership team in strategy development and overall IT planning, policies, procedures and best practices development.

Leadership & Management
4. Define and operationalize uniform program/project status reporting processes
5. Develop roadmaps for functional testing coverage and test automation. Ensure implementation of test methodologies as per industry trends.
6. Ensure smooth functioning of Project Management and Quality Assurance teams.
7. Work closely with IEHP’s IT and Business leaders to ensure the delivery of major strategic initiatives on schedule, and within budget.
8. Develop partnerships with IT Leaders and co-develop IT roadmap to support IEHP’s achievement of its mission.
9. Participate in technology stacks rationalization, tools development and planning initiatives.
10. Cultivate customer-centric culture throughout the technology teams to deepen internal and external relationships.
11. Ensure Shared Services support to IT Application Development operations by adopting nimble development and continuous improvement methodologies (e.g., Agile, Scrum, Kanban and Lean etc.).
12. Lead the IT skills development initiatives and groom the next level leadership.
13. Build a high-performance application development environment and motivate team by fostering an inclusive work environment and using a coaching mindset and behaviors and managing succession and development planning.
14. Manage IT staff using High Performance practices and behavioral standards and departmental continuous improvement.
15. Stay updated on IT trends and emerging technologies.

Experience Qualifications

 

A minimum of ten (10) years of information systems experience at a leadership level. Of the ten  (10) years of experience requirement minimum, eight (8) years must include a successful track record of:
- IT transformation track-record at a leadership level.
­- Successful implementation of large-scale technology transformation initiatives with strong change management expertise.
- Experience as facilitator and negotiator/mediator.

Education Qualifications

 

Bachelor’s degree in Computer Science, Information Management or similar technical field from an accredited institution required. 

Drivers License Required

Yes, must have a valid California Driver's License.

Knowledge Requirement

 

Knowledge of:
­ IT Strategy planning, IT Methodologies/Processes, cloud and digital technologies, scalable architectures, automation technologies.
- Current business practices and computing systems, IT development methodologies and operations.
- Program and project management and planning, process mapping, and budget management.
- Vendor and partner management.


Strong understanding of:
­ Healthcare issues, information systems, management issues, and current trends.
­ Conceptualizing business strategies while implementing information systems and technology strategic direction.

Starting Salary: $159,036.80  - $210,724.80  

Pay rate will commensurate with experience
