Position Summary/Position


Director of Financial Planning & Analysis provides leadership for annual, long range, and capital financial planning activities consistent with IEHP objectives and policies.  Along with supporting, implementing, and reporting Regulatory Initiatives.

Major Functions (Duties and Responsibilities)


1. Oversees the financial planning & analysis teams to ensure they are motivated and developed so they can carry out their responsibilities appropriately. 
2. Encourage and facilitate collaboration and communication of the Finance staff with other Finance team and IEHP business units.
3. Establish, implement, and provide improvements to internal controls, and department policies and procedures.
4. Develops and prepares effective financial models for accurate evaluation of performance and to assist in management decision-making.
5. Conducts timely and accurate forecast preparations and consolidations, identifying key issues and trends, and opportunities and risks. 
6. Collaborate with business owners to develop solutions to high-cost drivers and establish monitoring systems to determine their effectiveness.
7. Identifies the need for and oversees department implementation of department-related system (i.e.: Oracle Hyperion and SQL database) enhancements.
8. Participates in development of department objectives and action plans that align with company- wide and department objectives; monitors progress and implements appropriate interventions based on results.
9. Collaborate with Procurement, Legal and Business Units to provide financial oversight prior to submission for Governing Board approval. 
10. Oversees the financial tracking and monitoring of new DHCS incentive programs to ensure financial visibility of internal and external financial reporting of these programs.    Collaborate with business units to develop pro forma financial review/income statements of new initiatives and programs. 
11. Directs research and evaluation on a variety of diverse and complex projects/problems (strategic, financial, statistical, operational, and cost/benefit analysis).
12. Responsible for hiring, supervising, mentoring, and retaining talented team members.
13. Has in-depth knowledge of health plan functions and interactions, to anticipate upstream and downstream financial impact of operational decisions.
14. Very strong knowledge of principles and practices of financial planning and analysis.
15. High proficiency in financial modeling and analysis skills, with ability to analyze and evaluate complex issues and recommend and implement solutions.
16. Strong knowledge of the business, economic, demographic, and political trends and developments affecting healthcare.
17. Very strong oral and written communication skills, including ability to communicate professionally both orally and in writing to diverse individuals and groups inside and outside of the organization; includes the ability to effectively explain complex information and tailor presentations to a specific audience.
18. In-depth knowledge of and advanced skills in automated financial and accounting reporting systems ensuring  company financial systems are robust, compliant and support current acuities and future growth and are supported appropriately.
19. Collaborates closely with the IEHP departments to ensure knowledge sharing and alignment of financial data reporting for key initiatives, issue resolution and Lean activities.

Experience Qualifications


Minimum of seven (7) years leading business planning, financial and healthcare data modeling, and managing complex projects. Minimum of five (5) years of supervisory experience or equivalent experience. Experience working with Medi-Cal, CMS, and/or other state sponsored programs. Experience working with and extracting healthcare data from SQL and other similar database structures healthcare data.

Education Qualifications


Master's degree in Business Administration, Public Health or related field from an accredited institution required.

A CPA license can be accepted in-lieu of Master’s degree.

Knowledge Requirement


Must have knowledge of the principles and practices of managed care, as they apply to finance, including capitation, fee for service, IBNR, risk sharing, and encounter data. Must have strong knowledge of state funded programs, including regulations, funding mechanisms, and reporting requirements. Must have demonstrated knowledge of financial planning models and technical healthcare data knowledge.

Skills Requirement


Very strong coaching/counseling skills, including ability to function as a mentor to management and employees. Advanced Excel skills, including the ability to create complex formulas and templates. Very strong facilitation, problem solving, and conflict resolution skills. Ability to supervise staff, and ensure that direct reports supervise staff, in a manner that maximizes employee performance and business results.

Starting Salary: $159,036.80  - $210,724.80  

Pay rate will commensurate with experience
