Position Summary/Position

 

Under the general supervision of the Manager, Data Quality Reporting, the Analyst II – Data Quality & Reporting will assist in coordinating all regulatory requirements for audits. The position will also be responsible for variety of complex assignments that are delegated by management in terms of objectives rather than specific instructions. The Analyst II – Data Quality & Reporting is responsible for supporting the Core Business Systems in all required or directed activities. Analyst II – Data Quality & Reporting is responsible for assisting the Analyst II in discovering insights and identifying opportunities using statistical, algorithmic, data mining, analysis, and data visualization techniques.  In addition to intermediate analytical skills, the Analyst II will display proficiency at integrating and preparing varied datasets, architecting analytical databases and visualization environments, and communicating results that are compliant with IEHP business rules and reporting requirements. Responsible for supporting assigned reporting projects to ensure that data and analysis requests are completed timely, accurately while presented in a way that meets the needs of the requesting department.  The Analyst II must be able to assess requests and solicit feedback from requestors regarding any critical decision points that are necessary to complete requests accurately and timely.  To do this effectively, the Analyst II must have knowledge of the various data sources available for reporting and must have a clear understanding of IEHP business operations in order to appropriately apply criteria and methodology to meet requestors’ needs.  The Analyst II must demonstrate effective communication skills and understand how Data Quality and Reporting deliverables - including standard reports, ad-hoc requests, studies, analyses, and recommendations - can impact business operations at IEHP.

Major Functions (Duties and Responsibilities)

 

1. Serve as technical lead in analysis and reporting efforts that support the department in healthcare data analyses, including but not limited to, forecasting, claims reporting, audit universes, and data modeling for healthcare data.
2. Exercises timely and accurate data mining techniques and develops new or modifies existing reports that ensure consistent conclusions to data analysis.
3. Design and enhance databases to support reporting and analysis needs, including testing, validating, and maintaining data integrity and accuracy, across multiple databases. 
4. Use analytical skills to determine solutions and resolve problems, support development and maintenance of all department requirement documents (BRDs/PnPs/TDDs/DTRs).
5. Responsible for evaluating report requests to determine requestor’s needs and objectives, identifying correct methodology for extracting data including data sources and criteria, and ensuring the delivered report is accurate, timely, and formatted appropriately.
6. Significant participation in analysis, interpretation, and translating of complex health plan data, issues, trends, and relationships into effective strategies and action plans. 
7. Responsible for managing assigned projects and effectively communicating with the leadership team any project deadlines that may be in jeopardy of being met, well in advance of the due date. 
8. Present findings of analyses to various staff levels including executive team, leadership team and staff levels. Present results in formats that are easy to understand and appropriate to the audience. 
9. Document all analysis / reporting projects following established protocols, ensuring replication of results by an independent reviewer. 
10. Demonstrate a commitment to incorporate LEAN principles into daily work.
11. Establish and maintain effective working relationships with others throughout the organization.

Experience Qualifications

 

Five (5) years of business systems and reporting experience required. At least three (3) years of Healthcare experience required. Three to Five (3 to 5) years of working knowledge of large datasets, creating queries, and developing reports for end users. Well-versed in relational database structures and database design.

Preferred Experience

 

Experience in the healthcare field is preferred. Analytical experience preferred.

Education Qualifications

 

Bachelor’s degree from an accredited institution required. 

Knowledge Requirement

 

Strong data analysis, data presentation, spread sheet and database capabilities.  Ability to understand query design and data interpretation.  Proficient in use of analytical tools such as:  MS Access, SAS, Tableau or MS Excel is essential.  Working knowledge of Medi-Cal/Medicare claims and/or eligibility strongly desired.  

Skills Requirement

 

Proficient in Microsoft Office Suite programs including Visio. Workfront or similar project/task monitoring application reporting experience preferred. Project management understanding and skills preferred. Excellent problem-solving and time management skills with a keen attention to detail. Outstanding written and oral communication abilities. Experience in quality-analysis environments. Excellent analytical and judgment capabilities and communication skills, and the ability to work with management across the organization. Strong communication and interpersonal skills.

Abilities Requirement

 

Ability to build effective working relationships, decision-making and judgment, planning and communicate effectively at all levels in verbal and written form, including technical business writing. Strong attention to detail.

Working Conditions

 

Makes necessary adjustments to work shift to ensure completion of projects and to meet deadlines, e.g. Go-Live, system releases, Core Implementation Critical Path Milestones. 

 

Starting Salary: $66,040.00  - $84,219.20  

Pay rate will commensurate with experience
